Capital Metals PLC (CMET) — Investment Research Note
Executive summary
Capital Metals is a pre-production AIM-listed mineral sands developer whose sole asset is the high-grade Taprobane Project in eastern Sri Lanka, where it is attempting to reach a Final Investment Decision after multi-year permitting delays. Operating trajectory across the period is a classic junior-resource story: no revenue, cumulative losses, repeated equity raises, a one-year suspension of Industrial Mining Licences by the GSMB in 2022-23, and a transformational Nov-2025 resource upgrade (initial mining area tonnes +14.6x to 13.1Mt at 5.5% HM). The single most important point today is that the stock trades at a tiny fraction of the Company's claimed base-case project post-tax NPV of US$180m, but realisation of that value depends on three unresolved contingencies — additional IMLs, project debt/offtake financing, and a further equity raise flagged in the Sep-2026 going-concern note.
Fair value estimate
Methodology: risk-adjusted NAV (Company's own base case: project NPV8 post-tax US$180m / ~£140m; upside US$289m / ~£225m). Applied risk weightings for (i) outstanding IMLs and value-addition policy clarity, (ii) non-controlling 40% of the key mining subsidiary (Damsila) issued to a Sri Lankan nominee under the 2023 restructure, (iii) project financing not yet signed (non-binding Ambeon MoU only), (iv) dilution to fund corporate costs through FID.
- Base case: apply ~30% probability-weighted discount to base NPV, then dilute for likely further equity raise → ~£35m equity value today
- Upside case: apply ~35% discount to upside NPV, dilute similarly → ~£70m
Fair value range: 4p – 9p per share, implied mcap £20m – £44m Mid-point ~6.5p / £32m vs current £18.5m (3.75p) Absolute upside at mid-point: ~+73% View: undervalued, but with wide error bars.
Sector context
Confirmed as Basic Materials / Basic Resources. Within mineral sands, CMET's claimed grade (17.6% THM in-situ) is at the top end globally but it is pre-production and sub-scale. Quality/growth/leverage profile is below peers: no production, no cash flow, going-concern qualification, Sri Lanka jurisdictional risk, non-controlling local ownership of the licence vehicle. Listed peers for context: Sheffield Resources (ASX:SFX — former ~10% holder, now exited), Base Resources (ex-ASX, now acquired by Energy Fuels), Strandline Resources (ASX:STA — Thunderbird-adjacent and in difficulty).
Investment thesis (3 bullets)
- Deep valuation discount to project NPV: base-case post-tax NPV8 of US$180m (~£140m) and upside US$289m vs £18.5m market cap, implying material re-rating potential if IMLs and financing come through 2025-12 half-year; 2026-09 final results. Stage 1 capex has been cut from US$34m to US$17.7m, reducing dilution risk at FID.
- Grade and scale optionality from Nov-2025 upgrade: the IMA MRE rose from 897kt to 13.1Mt at 5.5% HM (14.6x tonnage), with multiple palaeo-shoreline hits at depth and <10% of the licence area drilled — pointing to a potentially multi-generational asset 2026-09 final results; 2025-12 half-year.
- Sri Lankan local alignment: US$4m strategic investment from Ambeon (Colombo-listed conglomerate), board additions (De Silva, Sebastian), new National Minerals Policy 2026, formation of SLMSA, and recent presidential-level engagement all reduce (though do not eliminate) the political-risk tail that has dogged the project 2026-09 final results.
Key risks (3 bullets)
- Going-concern uncertainty and dilution: auditors flagged a material uncertainty; FY26 forecasts assume completion of a further equity raise within 12 months and the Group would otherwise run out of cash before 30-Sep-2027 2026-09 final results, Note 2.4. Any raise materially dilutes the fair-value per-share range above.
- Permitting and jurisdiction risk: GSMB previously suspended and purported to cancel two IMLs in 2022-23 before reinstating them; EL199 retention period technically lapsed on 9-Jul-2026 pending EIA processing; additional IMLs required to justify Stage 1 capex are still outstanding 2026-09 final results, Note 7.
- Non-controlling local ownership: 60% of Damsila (the IML-holding subsidiary) was issued to a Sri Lankan nominee for 1 SLR/share in 2023 under GSMB pressure; management asserts "no material economic impact" via contractual arrangements, but this is a judgement call that would unwind badly if the counterparty relationship ever changed 2024-09 final results, Note 18.
Operating leverage
At steady state, mineral sands mining is a capacity-constrained, fixed-cost business with meaningful operating leverage: the PEA shows ~US$645m revenue and ~US$391m net operating cash flow over mine life (operating margin ~60%). Base-case IRR rose from 56% to 73% and NPV8 from US$155m to US$180m on only modest input changes (lower capex, modest grade uplift) 2025-12 half-year. However, this leverage is prospective, not actual — the Group has zero revenue today, and all admin costs ($1.75m FY26 vs $1.17m FY25) are being funded by equity. Incremental revenue in Year 1 of production would drop to EBIT at well above group-level margins because corporate overhead is already in place; a 10-20% upside revenue surprise (via higher-than-planned Stage 1 throughput or product-price windfall) could add 50%+ to operating profit vs base case. Note that this is standard commodity-industrial operating leverage — not the long-tail "pure fixed cost, infinite-marginal-value" leverage the user is targeting.
Value-trap signals
- Repeated multi-year delays to permitting; management rhetoric around "imminent" IMLs has recurred since at least 2022.
- Chronic equity dilution: share count has risen from ~189m (Mar-2022) to ~492m (Mar-2026), with Hannam & Partners fees routinely settled in shares.
- Non-controlling local ownership of the licence vehicle (see risks).
- Going-concern qualification currently live.
- No revenue in any filing period; losses funded by continuous dilution.
- Dependence on a single geopolitical jurisdiction with a demonstrated history of regulatory interference.
Earnings vs. expectations
Not applicable in the conventional sense — Group has had no revenue in any filing period. Management guidance is operational (FID timing, construction, first production). Pattern: repeated slippage. FY24 chairman note said FID by Q2-2025 with 9-12 months to first production. FY25 (Aug-2025) said FID in Q1-2026 with first production in H2-2026. FY26 (Sep-2026) says construction can start "in short order once outstanding approvals have been received" and cash-flow-positive "by early 2027" — now pushed into FY28. This is 3+ years of serial milestone slippage. "Not enough data" to score as a traditional earnings-surprise series, but the operational guidance track record is clearly a miss pattern.
Conviction
Conviction: 2 (low).
- Anchors: Company has a third-party-reviewed PEA/NPV framework; disclosures are reasonably detailed; grade is independently verified.
- Caveats: fair value is driven by a project NPV that assumes commodity-price and discount-rate inputs I cannot independently verify; the single-asset, single-jurisdiction, pre-permit, pre-finance nature of the business means my range is wide and the probability-weightings I apply are judgmental; non-controlling local ownership of the licence vehicle is a hard-to-value structural overhang.
